Site collections are a group of sites that form a hierarchy with a single top level website with a collection of subsites below it. These are the steps to create a site collection
Go to Start->AllPrograms->Microsoft Office Server-> Microsoft SharePoint 3.0 Central Administration.

Go to Application Management.

Then one window will open goto Create Site Collection.

Then you can change the web application by clicking the dropdown list and go to the change web application option.

Now you have to mention the title and description .

Then you have to provide the url name.

Now you have to select one template .so first select collaboration option and then click team site option, you can also create Blank site,Document workspace, wiki site,Blog by choosing that options. But here i am taking that team site option inorder to create one team site.

Now you have to provide the username in both the text boxes and then click ok.

Then one window will open with the message Top-Level Site Successfully Created and also with the Url.
